About This Data

The Rural Transportation Improvement Program (RTIP) is a fiscally constrained plan of highway and transportation projects anticipated to be funded within the next 4 years. Each TxDOT district develops its own RTIP, which functions as a budgeting tool for that district. These district plans then fold into TxDOT's statewide planning process. This page shows the draft RTIP for TxDOT's Austin District, covering projects outside of metropolitan planning organization (MPO) boundaries. This includes both grouped and individually listed projects—such as added-capacity and regionally significant projects—that are eligible for federal, state, regional, and local funding.

The Austin District RTIP covers the district's 5 non-MPO counties. Of these, 3 are CAPCOG members (Blanco, Lee, Llano) and 2 are not (Gillespie, Mason). The district's 6 urban counties are covered by the Capital Area MPO plan. This analysis is CAPCOG's repackaging of the district's draft plan as of November 2025.

Funding sources: RTIP projects draw from multiple funding streams. Federal funding comes primarily from the Federal Highway and Transit Administrations. State funding comes primarily from TxDOT's Unified Transportation Program (UTP). Additional funding comes from regional and local sources.

RTIP Funding Summary

In this draft plan, Blanco receives $8,939,974, Gillespie receives $17,183,554, Lee receives $116,939,024, Llano receives $17,335,493, and Mason receives $2,796,830, for a total of $163,194,875.
